Yes. I noted that these agreements might be constrained by extant FVEY arrangements. How will Canada ‘prove’ to the Americans that they are respecting US-imposed restrictions on sharing US-origin information with 3rd parties? I can’t imagine ‘trust us’ will be good enough.

Israel's 'special relationship' is with the US, no matter the stripe of the government. If I understand correctly, the US and Israeli intelligence types co-operate extensively.
Israel also gets along well with Russia/Putin, too. Certainly Ehud Barak did.
So I wonder whether Canada's intelligence community routinely do risk assessments in advance of possibly sharing info with Israel?
